Transport and Infrastructure Investments

The Budget commits $12.1 billion to new transport and community infrastructure investment, including $8.6 billion for nationally significant road and rail projects, $1.75 billion in equity for the national freight rail network, and $841.7 million for community infrastructure programs. Economy

Budget 2026-27

Infrastructure delivery has been recalibrated in response to the global oil shock and constraints on labour and materials capacity. The Government has maintained the rolling $120 billion ten-year pipeline but adjusted short-term profiles to match available capacity. Major new commitments are being delivered in partnership with state and territory governments. The Budget extends or increases funding for several major projects underway across Victoria, New South Wales, Queensland and the ACT.

Major Road and Rail Projects

The Budget allocates over $8.6 billion to nationally significant road and rail projects. Key commitments include:

  • Suburban Rail Loop East (Victoria). An additional $3.8 billion brings the total Commonwealth commitment to $6 billion. The project will link Melbourne's eastern and northern suburbs by rail, reducing CBD congestion and enabling new homes and jobs at planned station precincts.

  • Bruce Highway (Queensland). $812.5 million for the upgrade of the Bruce Highway between the Gateway Motorway and Dohles Rocks Road, a section that carries significant freight and commuter traffic north of Brisbane.

  • M1 safety improvements (New South Wales). $45 million for safety upgrades on the M1 Pacific Motorway.

  • Sydney-Canberra rail corridor. $50 million to upgrade the rail line between Sydney and Canberra.

  • Active Transport Fund. $500 million over ten years to continue Commonwealth funding for walking and cycling infrastructure.

National Freight Rail

The Government is committing $1.75 billion in equity for the Australian Rail Track Corporation (ARTC) to upgrade Australia's interstate rail freight network. The investment supports the broader objective of shifting more freight from road to rail, improving fuel efficiency and reducing congestion. It complements the $55 million Transport Resilience and Capacity Kickstart pilot announced as part of the fuel resilience package.

The Government is also progressing improvements to interstate rail operations and connectivity, and accelerating heavy vehicle reforms through National Competition Policy to support productivity and the uptake of zero emissions heavy vehicles.

Community Infrastructure

$841.7 million is being directed to community infrastructure through three programs:

  • Thriving Suburbs. Projects in established and growing metropolitan areas.

  • Growing Regions. Projects in regional Australia.

  • Stronger Communities. Small-scale projects in every electorate.

Funded projects include libraries, parks, community centres, and sport and cultural facilities. The objective is to support local liveability and social cohesion alongside the larger-scale transport investments.

Disaster Relief

Funding for natural disaster relief is expected to increase by $2.5 billion over the Budget cycle, supporting communities affected by floods, bushfires and other disasters. Disaster Recovery Funding Arrangements with the states and territories are continuing.

Trade-offs

The pipeline value has been maintained but delivery profiles have been adjusted to reflect capacity constraints. Some projects are being delivered over longer timeframes than originally scheduled, reflecting shortages of skilled construction labour and inflated materials costs. The Government has framed this as responsible pacing rather than reduced investment, since the cumulative ten-year value is unchanged at over $120 billion.
